It is the governmental center of county of Marshall County. The town/city was titled for the close-by Grave Creek Mound. Moundsville was settled in 1771 by Samuel & James Tomlinson.

The retired West Virginia State Penitentiary directed in Moundsville from 1867 to 1995. According to the United States Enumeration Bureau, the town/city has a total region of 3.36 square miles (8.70 km2), of which, 2.91 square miles (7.54 km2) is territory and 0.45 square miles (1.17 km2) is water. The populace density was 3,202.1 inhabitants per square mile (1,236.3/km2).
